Abstract
Telecommunication is increasingly being recognised as fundamental to economic and social development. The OECD’s primary area of interest is the policy and regulatory frameworks that govern the provision of public telecommunication services.1 The major focus is the economic and social implications of the different telecommunication policies found in the 25 Member countries.2 To undertake this analysis a broad array of telecommunication performance indicators have been developed to assess policy effectiveness.3 The corollary is that data must be gathered for the construction of these indicators.
