Abstract
“An ounce of prevention is worth a pound of cure.” Trite, and something everybody knows? Maybe, but this proverb is coming to be quoted by individuals around the world as a rallying cry for programs to enhance the quality of the world’s environment. The proverb is at the heart of the pollution prevention movement.
