Zusammenfassung
Unter Evaluation soll in dieser Arbeit das Bemühen verstanden werden, systematisch den Zielerreichungsgrad getroffener Maßnahmen (insbesondere im Gesundheitswesen) zu ermitteln. Mit Hilfe der Evaluation sollen Erfahrungen so aufbereitet werden, daß man aus ihnen für die Zukunft lernen kann. Im Gesundheitswesen handelt es sich dabei allerdings um eine neue Tätigkeit, galt doch bis vor wenigen Jahren der Grad der Zielerreichung in der Medizin von vorneherein als sehr hoch; von Evaluation war deshalb bis vor kurzem nicht die Rede. In der Zwischenzeit hat sich einerseits der Staat finanziell so stark im Gesundheitswesen engagiert und ist andererseits die Konkurrenz um die öffentlichen Mittel so scharf geworden, daß auch Maßnahmen zugunsten der Gesundheit immer mehr der Bewertung durch eine dritte Instanz unterzogen werden.
