Cooperative Research, Development, and Demonstration Opportunities in Environmental Externalities and Energy Planning

Abstract

Environmental and economic externalities and energy planning are likely to be inextricably linked from now on. Significant progress has been made over the past several years by various stokeholders in establishing a basis for factoring externalities into energy decisions and operations. In particular, the States and State regulatory authorities have been instrumental in shaping the initial externalities research agenda and in moving to apply the concepts in practice. This has been accomplished while recognizing the need to balance the legitimate interests of utilities, consumers, and other interested parties in the research and development process.
