Abstract
There is consensus among scientists that escalating concentrations of atmospheric greenhouse gases are likely to result in increased mean global temperatures over the next century. However, there is considerable uncertainty with respect to the magnitude of this warming trend, its timing, and the severity of its impacts (DOE 1990; EPA 1989; IPCC 1990). Most of the current debate is focused on the degree and timing of the warming trend, not on whether or not it will occur. It is likely that intense debate on the impacts, political pressure is mounting for some carbon mitigating policy action to be implemented in the near future.
