Abstract

How best to organize primary health care services within a publicly operated health system has remained an unresolved question. Despite continuing emphasis in northern Europe upon the primary care as the backbone of an equitable and efficient health care system, there are divergent views as to how primary care should be organized, delivered and remunerated, in particular with regard to general practitioners (GPs).
