Abstract
The command economy seems to be an invention of the Germans, not to count emperor Diocletian’s early trials. In the last century the Prussian economist Rodbertus (1805–1875) proposed substituting Arbeitsscheine (labor certificates) for money in order to create a state-socialist order. In the German war economy of 1914–1918, commodity balances were used and in the 1920s the germanophile bolsheviks developed them into the socialist balancing system, the main tool of central planning. After 1945 we reimported this achievement and refined it with the help of computers, only to discover how inefficient this system works.
