Representation of Collective by a Council
The most questionable assumption in the concept of a cabinet is the delimitation of competence between its members, the prescription who and in which case represents the collective. As mentioned earlier, the interpretation of the model is also restricted by that no place for collective forms of decision-making is reserved in the concept of a cabinet. However, in reality any strict delimitation of powers is usually combined with collectivity, as in politics, where parlament procedures are based on joint decision-making, but government activities on the delimitation of responsibility between concrete executors.
