Abstract
One of the biggest problems with computer-aided support systems is getting someone to use the systems. If application is the proper measure of finding a solution to this problem, then the Hydrologic Engineering Center (HEC) has found a solution. Over the last 25 years, hundreds of Corps of Engineers planners and engineers have used HEC computerized tools to support water planning and management decisions. The success of the HEC is due to the following: (1) The HEC staff listens to users to understand analysis needs, (2) HEC has a serious program to train users, (3) HEC supports users over the long haul, and (4) The HEC systems use technology that minimizes the risk of failure of analysis.
