Abstract

During the period of post-war reconstruction every country was proud of its particular health care system and equated its growth with progress. Now we are less and less sure that continued health care investments at the present magnitudes will bring commensurate health yields. The World Health Organization has a few years back taken a critical look at its overall policy and embarked on the worldwide goal of health for all by the year 2000 (HFA2000).
