Overview: the Beijing Seminar

The overview of the essential features of the information support for SMEs is based on the outcomes of the Beijing Seminar. The recommendations are grouped according to the steps of the information system development process, and include a practical approach for a pilot system to be implemented in China.

Although the concepts expressed refer to the specific case of China, they can easily be adapted to different national situations. The layered structure drawn for the information systems in China is valid in other economical and political settings as well.

In order for these ideas to be easily grasped by enterpreneurs and policy makers, as well as by information-management experts, we tried to keep specialized technical expressions to the minimum in the overview. Specific technical issues are extensively addressed in other sections of this publication.
