Abstract

In the past decades, the Republic of China has enjoyed fast economic growth and increase in scientific research activities. To keep up the rate of growth, it is important to go from labor- intensive to technology-intensive economy. It becomes obvious that basic and applied research will play a key role in our future development. In order to upgrade the quality of research activities, it is important to go from scattered, unrelated individual researches to organized, cooperative research, and to have a major facility to serve as the focal point for future development.
