Abstract
I knew that it would not be easy to comment on such rich and varied chapters as are in this section, but I would like to do so from the point of view of functional evaluation. The situation can be evaluated in two different ways, just as when you have half a bottle of whisky: you can say it is half-full or half-empty. If you say it is half-full you are an optimist, and if you say it is half-empty you are a pessimist. However, if you say it is half-full you may be satisfied with the situation, but if you say it is half-empty, then you will start to think about how to improve the situation. My pessimistic remarks should be seen in this light.
