Not just social reality has undergone a radical change since 1949; the development of the economy has also taken off in directions which do not correspond to established economic theories. This has been the case for decades and has rarely been the cause of any controversy. The combination of the change in our economic structure and high unemployment, however, has placed the question of the government’s role in determining industrial policy unexpectedly in the foreground.
