Elites in an Egalitarian Society
The present German System of science developed substantially in the 1960s and 1970s. Today 2.7% of our GNP is spent on research and development; this figure Stands at the fore-front in international comparison. Thus, it ean be stated that any deficiencies in our scientific system can hardly be caused by deficiencies in our willingness to allocate money for science. Rather, one has to look for the reasons in a faulty distribution of the money so-allocated.
