Abstract

The industrialized nations, rushing through the last quarter of the twentieth century on the crest of an immense technological wave, find in the wake of that wave risks of unprecedented magnitude. The accident in a chemical plant in Seveso in 1976, for instance, did not only threaten the lives of the Italians living in the adjacent valley, but it also suggested the possibility of evacuating the country’s industrial and commercial capital, Milan.
