Abstract
The purpose of manpower planning is to keep available the necessary numbers of employees with the necessary qualifications to realize the organization’s goals while taking into consideration the interests of the individual employee. The question is which activities can be undertaken in practice to realize this purpose. In this paper a few manpower planning activities and their relationships on management control level are discussed; on this level, among other things, medium term activity plans of the organization are formulated and available resources are estimated and tuned to the organization’s objectives. Examples of the planning process at the universities in The Netherlands are used to illustrate a few coordination problems, which often occur on this level.
Zusammenfassung
Das Ziel der Personalplanung besteht darin, stets genügend und und zureichend qualifiziertes Personal zur Realisierung der Ziele einer Organisation zur Verfügung zu haben. Dabei sollen die Interessen der betroffenen Personen Berücksichtigung finden. Welche Möglichkeiten sich dazu in der Praxis bieten, zeigt der vorliegende Beitrag für die Management-Control-Ebene, auf der u.a. der mittelfristige Personalbedarf und -bestand aufeinander abgestimmt werden. Bei-spiele aus dem Personalplanungsprozeß der Niederländischen Universitäten dienen dabei der Veranschaulichung der wichtigsten auftretenden Probleme.
