Shionoya: The way was paved for the welfare state by the idea of social equality, or justice, that emerged in the 19th century. The idea of the welfare state is a matter of positive freedom which is based on social solidarity, and not merely on the freedom of individuals. It is also related to the redistribution of resources in the society. In comparison, the concept of generosity does not seem to involve the responsibility of supporting a welfare state. It may be proper to say that the concept of the welfare state is based rather on the traditional concept of justice and equality. It appears that Mr. Engellau advocates the re-establishment of capitalistic spirit as a means of escaping from the current state, that is, a shift from capitalism towards a welfare state. But, is it possible?
