Abstract
The rapid growth of the health care needed by long term patients, especially the elderly, is a severe challenge for health systems in industrialized countries. Difficulties are aggravated by the budgetary limits Governments and their partners in the health field have to face. A most difficult task for health planners and administrators is related to reimbursing each institution as precisely as possible according to the type and amount of care it has to provide to adequately treat its resident population.
