Abstract
The title of this conference implies a question to which is not possible to give a negative response. That is, medical intervention in cases of emergency and disaster must always respond to an ethical imperative. We are not, therefore, dealing with an aspect of the morality of emergency medicine, but with its morality as a whole. When an obligation cannot be delayed, it is governed by a very precise moral imperative that does not permit of further discussion.
