Strategisch-Logistische Müllentsorgungsplanung mit einem Lernorientierten Modellsystem

Zusammenfassung

Es wird zunächst ein Konzept entwickelt, das quantitativen Modellen in strategischen Planungsprozessen die Rolle flexibler „Lernvehikel“ für die beteiligten Planer und Entscheidungsträger zuweist. Als Realisierung dieses Konzeptes wird sodann an Hand eines Planungsfalles ein hierarchisches, lernorientiertes Dialogsystem zur strategisch logistischen Müllentsorgungsplanung beschrieben. Ein Kostenmodell in der Grobstufe erlaubt mit geringem Daten- und Rechenaufwand Kostenschätzungen für ein breites Spektrum von Müllentsorgungsalternativen. Modelle der Detailstufe liefern u.a. verbesserte Kostenschätzungen sowie Optimierungsunterstützung für Teilprobleme des Planungsprozesses. Besonders hilfreich für die Praxis ist die Modellrealisierung auf einem interaktiven graphischen Computersystem.

Summary

A concept is developed which uses quantitative models in strategic planning processes as flexible “learn-vehicles” for planners and decision-makers. By means of a case study this concept is realized as a computerized hierarchical and learn-oriented dialog system assisting the design of solid waste collection and transportation systems. On the upper level of this planning system a model with low data and computing requirements gives rough cost estimates for a broad range of design alternatives. Several models on the lower level detail and improve these cost estimates and aid the planners in finding optimal solutions of partial problems. Applications in practice are supported by an interactive graphical computer system.
