Abstract
Since the Sixth Special Session of the United Nations General Assembly (1974), the so-called North-South problem, that is the international aspects of the relations between the poor developing countries of the South and the rich developed countries of the North, cannot be adequately discussed any more without referring to the concept of a “New International Economic Order” (NIEO). Why have the problems of an economic system as a whole, transcending the levels of individual sectoral demands, become to occupy the central position in the series of the North-South negotiations?
