Abstract

Everyone who has followed the development of our field during the past 20 years has to acknowledge, willingly, and with gratitude, how valuable, perhaps irreplaceable in this particular instance, the approach has been to connect the sparse fact by persistent hypothesizing and constructing a unifying vision, the true nature of which we may hope to know only in the distant future. Building theoretical castles in the air can provide the stimulus which is essential for carrying out painstaking experiments. However, in order to assess the true progress we have made, we have to realize just how far observation and experimentation by themselves are able to carry us today. To demarcate this is the purpose of my treatise. However, by confining myself to this task I do not want to deprive myself of hypotheses entirely, without which a mere body of factual data must remain lifeless.

Throughout the history of science one notices that the observers rush too quickly from the phenomenon to theory, and thereby become inadequate, hypothetical. Johann Wolfgang Goethe
