Bewußt erörtere ich hier die Probleme der Führungsspitze im Standardversorgungsgebiet vor der Beschreibung der einzelnen Institutionen. Es liegt nämlich auf der Hand, daß die Gestalt der verschiedenen Unterabteilungen, ihre Funktion und ihr Zusammenspiel ganz maßgeblich von der Organisation der Leitung abhängt.
