Zusammenfassung

Das Tempo, mit dem das gesamtwirtschaftliche Produktionspotential wächst und der Beschäftigungsgrad mittelfristig steigt, hängt — bei gegebenem technischen Fortschritt und gegebener Rate des Erwerbsbevölkerungszuwachses — von der Sachkapitalbildung ab. Unter den in Entwicklungsländern herrschenden Bedingungen stößt die Sachkapitalbildung häufig auf engere Grenzen, als mit Wachstums- und beschäftigungspolitischen Zielen vereinbar ist, wenn nicht auf ausländische Ressourcen zurückgegriffen werden kann. Denn anders als in den Industrieländern ist die Sparfähigkeit noch gering und der Importgehalt inländischer Investitionen noch hoch, so daß der Spielraum für die inländische Sachkapitalbildung eingeengt wird,

  • weil die inländische Ersparnis niedriger ist als notwendig, um (bei gegebenem Kapitalkoeffizienten) das dem Wachstumsziel adäquate Investitionsvolumen zu verwirklichen (Ersparnislücke) oder/und

  • weil die Ausstattung mit internationaler Liquidität nicht ausreicht, um so viele Produktionsmittel zu importieren, wie für die Realisierbarkeit geplanter Investitionen (bei gegebener Sparquote) erforderlich sind (Devisenlücke).
