Abstract
In nearly all highly industrialised countries, there is continuing concern about the rising share of national resources devoted to health care. This concern can be found in countries such as Sweden where the bulk of health care is provided as a public service. It can be found in nearly all those Western European countries and in Japan where social insurance plays the major role in financing. It can also be found in the United States with its more pluralistic system of financing. Thus the problem is not confined to a particular type of political system or social environment. Nor can it be shown to be the result of any particular methods of financing.
