Abstract

In general, disasters evolve through three stages:
  1. 1)

    Disaster stage: lasting for hours, days, or weeks — marked by chaos and distress: Destructions Collapse of law and order Human distress: Injuries and illness, hunger, thirst, and lack of shelter Lack of information; deficient surveys; no means of communication; no organizing body; Rumors.

     
  2. 2)

    Action stage: lasting for days or weeks — marked by rescue and relief operations. Initially, these operations are uncoordinated, ineffective, and insufficient — always.

     
  3. 3)

    Stage of Reconstruction and Rehabilitation: lasting for months or years.
