Abstract

On 15 July, 1931, Emperor Haile Selassie I presented a constitution to his Empire, in which the rights and obligations of the Ethiopian citizens were laid down. With its two chambers, the governmental system has the character of a constitutional monarchy. In the revised text of 4 November, 1955, the powers and prerogatives of the Emperor, the legislative institutions and the exercise of government are newly defined.
