Testing for HIV in Hong Kong: Challenge to Ethics and Public Policy

Abstract

AIDS has arrived in Hong Kong, and demographic trends suggest that the epidemic will grow in the territory in the coming decade. What should be the response of government and health-care authorities to this situation, particularly with respect to HIV testing and notifying as part of a larger programme of infection control? In light of its growing commitment to both efficacious programmes of public health and to civil rights, public health officials and legislators will need to give increasing attention to balancing these competing commitments. This will be complicated by the political uncertainty of the coming decade; the pressures to sacrifice some civil rights when these are thought to conflict with public health interests; and the call by some groups to assure an HIV testing policy that protects the “innocent”.
