Abstract
It has become increasingly evident over the past several decades that natural resource and environmental issues transcend the maps that humans have used to divide up the globe. Enhanced greenhouse warming, depletion of stratospheric ozone, acid rain, as well as conventional air and water pollution clearly do not heed the artificial lines on maps. The same can be said about natural resources, which are the shared heritage of the citizens of more than one jurisdiction. The emplacement of political lines often disadvantages one group of resource users while benefiting or privileging another.
