Abstract

In broad terms the institutional framework requires the analysis of a wide list of topics such as economic and social conditions, legal framework and enforcement policies, hierarchy of institutions at various levels, decision making procedures and, interaction between public and private sector, technology transfer and training incentives, public awareness, etc. These topics have been discussed at various conferences and symposia (such as Lisboa Conference, 1995, for the group of several EU countries and USA). All of the above factors affect the way and means in which the introduction of new technological achievements find its way into Water Supply Systems companies. Thus in this Section, an emphasis will be placed only on the educational aspects of institutional framework.
