Abstract

Conservation in newly independent countries presents special problems. In Estonia, the need to protect natural areas is affected by the changes introduced by a transitional economy, land reforms, and social conditions. The Landscape Protection Area in Otepää has proceeded on the assumption that the easiest way to protect nature is to prohibit all activities within the area. This approach has been unsuccessful.
