Abstract
1. From the point of view of a lawyer, any foreign or national investment in Networks in Russia, the CIS or other reforming countries in Middle and Eastern Europe can only be effective for both investor and country if the following basic preconditions are fulfilled:
-
modern and easily comprehensible regulations for the energy sector, the transportation sector, and other sectors, and the most important neighboring legal fields such as competition law.
