Das Ziel der Planung von Änderungsanträgen ist die interpretationsfreie Vergabe von Prioritäten für die weitere Bearbeitung von Änderungsanträgen, die Festlegung der Wirksamkeit des umgesetzten Änderungsantrags und die Gruppierung von Änderungsanträgen zur gemeinsamen Bearbeitung.
