Zusammenfassung
Bis Anfang der 80er Jahre war die Ordnung des Fernmeldewesens weltweit überwiegend durch nationale Monopole charakterisiert; in einigen Staaten — darunter Finnland und Dänemark — existierten zwar mehrere nationale Anbieter, Wettbewerb zwischen den regionalen oder lokalen Telekomgesellschaften wurde jedoch durch gebietsspezifische Monopolrechte unterbunden. Die nationalen Telekomgesellschaften waren mit wenigen Ausnahmen staatseigene Unternehmen. Damit kam dem Staat eine Doppelrolle als Eigentümer und als Kontrollinstanz der Monopolgesellschaft zu. Zu den wenigen Ausnahmefallen zählten die USA, in denen es zu keinem Zeitpunkt ein staatliches Monopol gegeben hat; die amerikanische Telekomgesellschaft AT&T (American Telephone and Telegraph), die seit den 20er Jahren weitgehende Monopolrechte genoß, war und ist eine private Aktiengesellschaft.
