Abstract
We are in the midst of a growing international debate over the handling of medical information. The debate is not primarily over technical issues. It is not about whether there exist technical means for restricting access to computerized medical records. Nor is it principally about how best to improve the technical tools for restricting access. The debate is largely a policy debate. It is a debate about the extent to which access to patient records should be restricted.
