Zusammenfassung
Risk adjustment is one of a number of reform elements which may have a vital role to play if the objective is to develop an efficient and equitable health care system. The other elements are: mandatory coverage under a basic benefits package; competitive provider markets; socialised, although competitive, insurance markets; and financial incentives for consumers.
