Zusammenfassung
Die anhaltende Beschäftigungsmisere ist derzeit zweifellos das wichtigste wirtschaftspolitische Problem in den meisten kontinentaleuropäischen Ländern and insbesondere in Deutschland. Die weitverbreitete Erfolglosigkeit im Kampf gegen die Arbeitslosigkeit läßt sich allerdings kaum mehr darauf zurückführen, daß über die Ursachen der Krise auf dem Arbeitsmarkt Unklarheit herrscht. Vielmehr besteht mittlerweile ein weitgehender Konsens dahingehend, daß strukturelle Gründe, also tiefsitzende Funktionsmängel auf den Güter-and Faktormärkten, die Hauptschuld tragen. Folglich scheidet die noch vor einiger Zeit beliebte Methode, der Arbeitslosigkeit mit einem Ankurbeln der Güternachfrage zu begegnen, als erfolgversprechende Strategie aus. Damit würde nur die bereits totgeglaubte Inflation wieder angefacht, während an der Beschäftigungsfront keine dauerhaften Erfolge erzielt würden.
