Abstract
It is to our knowledge the first time that for all EU-countries a genuine road infrastructure cost calculation including a cost allocation to vehicle types was elaborated. The same is true for the estimation of marginal congestion costs. This chapter discusses the results which are also compiled as summarising tables for European countries in annex A. All figures for infrastructure costs are evaluated in ECU (ppp) by using the purchasing power parities/EKS method. For congestion costs a similar evaluation would require us to evaluate the values of travel time in detail. For example, a decision on which purchasing power parities (type of final expenditures) have to be applied would require to know the share of driving purposes. Therefore, we resigned to use the purchasing power parities for the congestion costs.
