Abstract

Presently used assessment practices mainly focus on summative evaluation and ignore the important function of formative evaluation. Formative evaluation is needed to provide Information and feedback to the learner as well as to teachers and school administrators in the instructional program. This paper demonstrates how a technology based Information Referenced Testing (IRT) concept can be used to provide formative evaluation feedback to the instructional leadership triad of learner, instructor and educational administrator. Illustration of various IRT generated feedback reports and a survey of applications to educational organizations are provided.
