Die jüngsten finanziellen Schwierigkeiten der Anlage- und Kreditinstitute sowie die angespannte finanzielle Situation einiger anderer Finanzdienstleister, einschließlich der Geschäftsbanken, der Investmentbanken und der Versicherungsgesellschaften, gefährden das gesamte U.S.-Finanzsystem.

Die Autoren entwickeln ein Decision Support System für die Aufsichtsbehörde der Banken des Staates New York, das New York State Banking Department, um die derzeitigen Überwachungsmöglichkeiten von Spar- und Anlageinstituten zu verbessern. Das System, welches sich aus einem Überwachungs- bzw. Warnsystem und einem Analyseinstrument zusammensetzt, integriert finanzielle Trends, Prognosemodelle für Problembanken sowie eine sog. Pro-forma- Analyse, und erlaubt damit vom New Yorker Büro der Aufsichtsbehörde aus die “externe” Durchführung von Überwachungsaufgaben.
