A Hierarchical Planning Procedure Supporting the Selection of Service Providers in Outtasking Decisions

Abstract

Outsourcing is an organizational option with important consequences on the structure of enterprises and their competitiveness. For each outsourced IS-task a vendor has to be selected. These outtasking decisions are closely related to single vs. multiple sourcing resp. best of breed- vs. one stop shopping-strategies. The coordination efforts resulting from differently assigned tasks have to be considered in outsourcing decisions. Some coordination aspects resulting from task assignments can be modelled in a mixed-integer programming model. However, the computational complexity of this model and its data requirements suggest to develop a hierarchical planning approach. A three-level planning procedure is introduced, the structures of the resulting models are compared, and first computational experiences are given.

Zusammenfassung

Outsourcing ist eine organisatorische Option mit weitreichenden Auswirkungen auf die Struktur der Unternehmen und ihre Wettbewerbsfähigkeit. Für jede auszulagernde IS-Aufgabe ist ein Anbieter auszuwählen. Dafür ist besonders relevant, ob mit einem einzigen oder mit mehreren spezialisierten Anbietern zusammengearbeitet werden soll. Die Koordinationsaufwendungen, die aus der Zusammenarbeit mit mehreren Anbietern resultieren, lassen die isolierte Entscheidung über die einzelne Informatonsverarbeitungsaufgabe als problematisch erscheinen. Daher werden in diesem Beitrag Koordinationsaspekte in einem gemischt-ganzzahligen Optimierungsmodell abgebildet. Die mit diesem Modell verbundene rechentechnische Komplexität und die Probleme der Datenbeschaffung lassen statt einer Simultanplanung eine schrittweise Modellösung vorteilhaft erscheinen. Daher wird ein dreistufiger Ansatz der hierarchischen Planung entwickelt und der Simultanplanung im Hinblick auf Modellstrukturen, Lösungsqualität und benötigte Rechenzeiten gegenübergestellt.
