Zusammenfassung
Zur Vermeidung von lokalen Überlastungen des Luftverkehrs werden zentrale Regulationsmaßnahmen im europäischen Luftverkehr von der Central Flow Management Unit (CFMU) in Brüssel durchgeführt. Sinn dieser Maßnahmen ist die Glättung von Verkehrsspitzen oder die Reduktion des Verkehrs bei plötzlichen Kapazitätsengpässen. Die wesentliche Maßnahme ist die Slotvergabe, bei der zu regulierende Flüge eine spätere Startzeit zugewiesen bekommen, die so berechnet ist, daß dann für den gesamten Flugverlauf hinreichend Kapazität zur Verfügung steht.
Im ersten Teil werden die Praxis der Verkehrsflußsteuerung sowie das hierzu nötige komplexe Kommunikationssystem beschrieben. Im zweiten Teil wird dann der gegenwärtig benutzte Algorithmus (CASA = Computer Assisted Slot Allocation) kritisch betrachtet. Alternative Lösungsmethoden, die eine deutliche Reduktion der Gesamtverspätung erlauben, werden vorgestellt.
