Zusammenfassung
Eine wesentliche Funktion privater und öffentlicher Absicherungssysteme ist ihre Fähigkeit Teufelskreise in der sozioökonomischen Lage von Individuen (Haushalten) und damit Spiralen die in die Armut führen zu vermeiden. Diese Teufelskreise können sich aus zwei positiven Korrelationen ergeben. Erstens sind die drei wesentlichen ökonomischen Aktiva von Individuen nämlich individuelle Fähigkeiten Gesundheit und Real-bzw. Geldvermögen miteinander positiv korreliert. Zweitens sind jene negativen Impulse die auf diese Aktiva einwirken (z.B. Krankheit Invalidität Unfall Alter etc.) zumindest teilweise positiv miteinander korreliert. Aufgabe des nachfolgenden Beitrages ist es erstens diese Zusammenhänge empirisch zu belegen und zweitens aufzuzeigen ob und wie es den privaten und sozialen Absicherungssystemen in ausgewählten Ländern (Deutschland Österreich Schweiz) gelingt zur Verminderung dieser positiven Korrelationen und damit zum Abbau der Gefahr von sozioökonomischen Teufelskreisen beizutragen.
