Abstract

In the context of learning economies, authors stress the importance of (regional) innovation networks in a globalizing world (e.g., Asheim 1999). The idea of such a network-approach consists in creating “strategic advantages over competitors outside the network” (Lipparini, Lorenzoni 1994: p18). From a regional policy point of view, (regional) innovation networks are the attempt to develop a policy tool which allows the strategic promotion of localised learning processes ensuring the regional and national ability to innovate and thus to compete internationally (Freeman 1995, Cooke 1995). The empirical background of for such considerations are experiences with regions like the “Third Italy” (Asheim 1999).
