Abstract
The globalisation trend has been accompanied by growing recognition that the generation and implementation of innovations is much more strongly influenced by regional conditions and protagonists than had previously been thought, and that innovations in turn have a more or less direct effect on regional development. This is the case when innovation creates regional markets — for example by meeting a demand for renewal of regional development resources — which can contribute to solving regional problems. This in turn produces qualitatively better conditions for innovation. Innovation may also lead to reduced demands on regional development resources, making them available for forward-looking planning of vocational and social processes in the region (Voß and Hartmann 1994). This presupposes that the firms, and others actively involved in the innovation process, are aware of the connections between innovation and regional development. Also that they draw up their own appraisal of the connections, and then plan their own behaviour so that it corresponds to these more closely.
