Abstract
Changing conditions in the economy, in technology and in society are requiring new creative ways to achieve competitive development. Since the period of economic construction which ended with the 1960s, there has in Europe been a noticeable decline in the growth potential to be shared around. This situation has been exacerbated by the competition created within the Single Market due to the opening of borders and the elimination of international barriers to factor mobility. All this has resulted in the so-called ‘competition of the regions’.
