Early Warning Systems for Natural Disaster Reduction

Abstract

Natural disaster management strategies view warning as a basic component. The limits of warning can be determined only in the context of the essentials for response to a disaster. Warning, in the case of drought, serves no purpose if it does not encompass the various manifestations of drought impact. As is well known, drought is a continuously evolving condition, spanning a time frame comparable to no other disaster. In most cases, its onset is gradual and its impact extends beyond the period and place of occurrence. The temporal and spatial dimensions of drought govern the warning process as well as effort. The timeliness of the warning in a drought situation can result in the desired outcome, only if the content of the warning is relevant to the sectoral concerns unfolding at the ground level from time to time. An integrated approach is thus called for in the establishment of warning systems for drought management.
