Abstract
The development of basic infrastructures in support of operational meteorology dates back to the 18th century when the first observing network was established by monks which spread over several continents. When the World Meteorological Organisation (WMO) was founded as a specialised agency of the UN in 1950, global exchange of data was about to be organised on the understanding that weather is truly international, however, weather services were essentially focused on their national responsibilities.
