Zusammenfassung
Manfred Rose ist ein Wissenschaftler, der zu Beginn seiner Laufbahn der theoretischen Finanzwissenschaft verbunden war. Seit mehr als einem Jahrzehnt wandte sich sein Interesse mehr und mehr Fragen der Umsetzung von Erkenntnissen der theoretischen Finanzwissenschaft in die finanzpolitische Praxis zu. Marksteine auf diesem Weg stellen seine Initiativen zur Einftihrüng einer Konsumsteuer (Rose 1990, 1991, 1997) und seine Politikberatung in Kroatien zur Einführung eines konsumbasierten Steuersystems (Rose und Wenger 1992, Rose 1994) dar. Dieser Beitrag zu seiner Festschrift ist daher Fragen der finanzpolitischen Umsetzung steuerpolitischer Ideale gewidmet. Wir widmen uns konkret der Frage, inwieweit von einer egozentrischen Verzerrung der Steuergerechtigkeit, im Folgenden Self-Serving-Bias genannt, für die Beurteilung des Splittingvorteils ausgegangen werden kann.
